ESSER and Covid-Related Grants

ARP Homeless 2 Grant
Pearland ISD has applied for the 2021-2024 ARP Homeless II Grant. This grant was authorized by ARP Homeless II: America Rescue Plan (ARP) Elementary and Secondary Schools Emergency Relief (ESSER) Fund-Homeless Children and Youth (ARP-HCY). The district has been allocated $87,338 across the lifetime of the grant.
The district will use these funds to provide ongoing monitoring and academic intervention and wraparound services for the district’s identified homeless children and youth.
Parents and the community may provide input on needs and possible grant activites by completing the survey at this link. An opportunity for public comment was available at the May 17, 2022, board meeting.
ARP Homeless I-TEHCY Supplemental Grant
Pearland ISD has applied and been awarded the 2021-2024 ARP Homeless I-TEHCY Supplemental Grant. This grant was authorized by ARP Homeless I: America Rescue Plan (ARP) Elementary and Secondary Schools Emergency Relief (ESSER) Fund-Homeless Children and Youth (ARP-HCY). The district has been allocated $50,160 across the lifetime of the grant. The district plans to use the grant funds to provide mental health services related to grief/trauma events for students who qualify as homeless under McKinney Vento (MV). This specialized instructional grief/trauma support services provide the ability for MV students to build capacity to maximize their academic potential..
CRRSA ESSER II Information
The Coronavirus Response and Relief Act (CRRSA) of 2021, Elementary and Secondary Supplementary Emergency Relief (ESSER) Fund was authorized by Congress and signed into law on March 20, 2021. The purpose of the act is to provide funding to prevent, prepare for, and respond to the Covid-19 pandemic, including its impact on the social, emotional, mental health, and academic needs of students.

The District’s ESSER II allocation is $5,709,795 (estimate prior to the State of Texas Hold Harmless Reduction in fiscal year 2020-2021) to be expended over the life of the grant.
The tentative plan for use of this funds is to supplant the hold harmless funding reduction from the state in fiscal year 2020-2021 for the purpose of continuing to employ existing staff; any remaining funds will be used for the same purpose throughout the grant period.
The 2020-2022 CRRSA ESSER II Federal Grant is a one-time grant and will not be a recurring fund source.

CARES ESSER I Information

The purpose of the act is to provide funding to prevent, prepare for, and respond to the Covid-19 pandemic, including its impact on the social, emotional, mental health, and academic needs of students.

The District's CARES Act ESSER I allotment was $1,182, 724. The State of Texas was able to supplant these funds. The district used the funds to continue to employ existing staff, with a focus on paying staff during shutdown and working remotely due to the pandemic.
2021-2022 Covid-19 School Health Support Grant
Pearland ISD has applied for the 2021-2022 Covid-19 School Health Support Grant which was authorized by CK19-1904 Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) Funding Grant. You can read more about the grant here. Pearland ISD was allocated $812,323 by the state of Texas. Grant activities include PPE, sanitizing hygiene and cleaning supplies, portable High-Efficiency Particulate Air (HEPA) fan/filtration systems or other small items that may allow for improved air circulation, Covid-19 testing support services, and partial funding for staff conducting grant-related duties for screening, testing, or COVID prevention programs that are outside of the staff's regular duties.
