Emergent Bilingual Students


A student identified as an Emergent Bilingual (EB) student is entitled to receive specialized services from the district.

A Language Proficiency Assessment Committee (LPAC), consisting of district personnel and at least one parent representative, determines whether a student qualifies for services. The student’s parent must consent to any services recommended by the LPAC for an EB student.


To determine a student's level of proficiency in English, the LPAC will use information from a variety of assessments. Once a level of proficiency has been established, the LPAC will then designate instructional accommodations or additional special programs. The student is required to become proficient eventually at grade-level work in English. Ongoing assessments will be conducted to determine a student's continued eligibility for the program.

The LPAC will also determine whether certain accommodations are necessary for any state-mandated assessments. The Texas English Language Proficiency Assessment System (TELPAS) will also be administered to EB students who qualify for services.

If a student is considered an EB student and receives special education services because of a qualifying disability, the student’s LPAC and ARD committee in conjunction will make these decisions.
