Purchasing

Pearland Independent School District sit in the heart of in Brazoria County, Texas, in Pearland, Texas one of the fastest growing cities in the Houston region.  The District has 23 campuses including 11 elementary schools, 4 middle schools, 4 junior high schools, 3 high schools and 1 alterative school servicing more than 21,000 students.  Pearland ISD is the largest employer in Pearland with more than 2,700 full-time employees.

The District operates under specific legal requirements outlined in the Texas Education Code Chapter 44 and must adhere to local, state and federal regulations.  Pearland ISD is exempt from most state and local taxes.  Tax-exempt forms will be supplied upon request by the Business Office.

Expenditures are reviewed and initiated at the campus and department levels.  Most purchasing decisions are site-based with the Purchasing Department providing oversight, support, and facilitation of the purchase.  We focus on educating requisitioners on the procurement process to help them support their campuses and departments.

All contracts for goods and non-professional services valued at $50,000 or more in the aggregate, for each 12-month period, are made by the procurement method that provides the best value to the District, in accordance with Texas Education Code 44.031(a). For construction projects, the Board of Trustees will determine the appropriate procurement method to receive competitive prices from competing vendors.

Vendors who are interested in responding to Bids /RFP’s are asked to register on our online bidding system, Ion Wave. Registered vendors will be notified when a posting is made relating to the products or services they provide. Registration does not constitute approval status as a vendor; this only allows vendors to bid/quote on current bid opportunities and be considered for award.

All contracts based on bids or proposals are presented to the Board of Trustees prior to the issuance of a contract or PO by the Purchasing Department.  Meetings of the Board of Trustees are normally held on the second Tuesday of each month in the Board Room located at 1928 North Main, Pearland, TX 77581.  Those interested in attending these meetings should contact the District to verify the place and time of a specific meeting.

Pearland ISD gives preference to the use of internal PISD bid, however cooperative and state contracts where goods and services can be purchased at competitive prices are also encouraged.
