The Sam G. Whitten Intellectual Freedom Award is named in honor of a legendary figure in Texas librarianship known for his advocacy for the right to read. Carter’s selection for this award highlights her consistent efforts to protect the integrity of school libraries.

As a dedicated library advocate within Pearland ISD, Carter has distinguished herself through vocal support of the fundamental role libraries play in the educational landscape. Throughout her tenure, she has emphasized that literacy is not just a skill, but a gateway to critical thinking and lifelong success.

“Mrs. Carter has been a consistent champion for ensuring our library collections reflect the diverse experiences of all Texas students,” Pearland ISD Superintendent Dr. Larry Berger said. “Beyond the board table, she has served as a strong public leader helping others understand the powerful connection between access to reading and student success.”
