Kelly appointed to State Board for Educator Certification

Pearland Independent School District Superintendent Dr. John Kelly has been appointed to serve on the Texas State Board for Educator Certification (SBEC) by Gov. Greg Abbott.

Created in 1995 by the Texas Legislature, the 15-member board develops certification and continuing education requirements and standards of conduct for teachers. Kelly will continue in his term until Feb. 1, 2023.

“I am honored to be appointed and hope I can serve the people of Texas well,” Kelly said. “Maintaining and constantly improving high standards for our profession as educators is a significant challenge. Fortunately, I will be working with and learning from some outstanding state leaders who make us proud to live in this great state.”

Under Kelly’s leadership, Pearland ISD earned an A rating in the 2018 Texas Education Agency’s A-F state accountability system and achieved the third highest score in the state among districts with more than 10,000 students.

In 2017, Kelly was unanimously nominated by the Pearland ISD Board of Trustees for Texas Superintendent of the Year. He was also named Outstanding STEM Leader for the state of Texas in 2015.

In addition, Kelly serves on the Pearland ISD Education Foundation, Northern Brazoria County Education Alliance, Pearland Alliance for Arts and Culture, Pearland Economic Development Corporation and Pearland Chamber of Commerce Community Council. He is an active member of Shadycrest Baptist Church where he serves as a deacon. 

Kelly holds a Doctor of Philosophy in educational administration, a Master of Education Administration and a Bachelor of Science degree, all from Texas A&M University. He has served as a Texas school superintendent for 27 years and specifically in Pearland ISD since 2011, in addition to two other districts prior to Pearland. He served as a high school principal and taught in the Peace Corps in Southern Africa. Kelly is a veteran of the U.S. Air Force where he served four years. Kelly is also a member of Texas Association of School Administrators.
